It was felt that level 3 would be a stretch in a year for most trainees, so they were encouraged to start at level 1 or 2. If they finished level 2 before the end of the year, they could move onto level 3.

The next step in development

Following the feedback, the National Trust consulted Stan Lester, a leading expert on professional standards and qualifications who had written the ICON Conservation Technician Qualification.

He recommended that we use a system of skills areas, units, learning outcomes and assessment criteria.

  • Learning Outcomes:
    These state exactly what a learner should know, understand or be able to do as a result of completing a unit.
  • Assessment Criteria:
    This specifies the standard a learner is expected to meet to demonstrate that a learning outcome, or a set of learning outcomes, has been achieved.

This assessment criteria meant we knew when a trainee had completed and achieved something. To pass a Heritage Skills Passport, trainees had to pass a specific number of compulsory units and optional units.

The first House and Collections’ Heritage Skills Passport was aimed at level 3, preparing individuals for roles where they will be involved in decision-making and taking responsibility for others.

However, if we were going to increase diversity could we expect people coming in with no skills, knowledge or past experience to be able to work at level 3?

It was felt that the most important thing was to give individuals the basic skills required to work in the heritage industry and then to move on afterwards.

From the second cohort, the training programme was written for levels 1, 2 and 3.

  • Level 1 prepares people to work at an assistant level.
  • Level 2 prepares them for jobs where they need to take responsibility for tasks and work with initiative.
  • Level 3 prepares for roles involve in decision-making and taking responsibility for others.

By making the Passport available for people with different abilities and aptitudes, we could properly increase diversity. It was felt that level 3 would be a stretch in a year for most trainees, so they were encouraged to start at level 1 or 2.
